CAMP MAJOR BADO DANGWA, Benguet, Philippines — The recent flurry of NPA propaganda on alleged “recycled rebel returnees” has once again been debunked with the recent surrender of the two (2) NPA veteran fighters who turned in their firearms as a manifestation of their rejection of violence and conflict.

At about 3:30 AM of November 3, 2019, Fermin Quidlayen AKA JET, 43 y/o, married, and a Vice-Squad Leader of KLG MARCO surrendered to joint elements of the 53MICO; 503Bde; 54IB; 50IB; PIB, MPPO; and Alpha Coy 77IB under COPLAN “BRIGHT BURN” at Sitio Patay, Poblacion, Sagada, Mt Province. He turned in one (1) 5.56mm M16 Assault Rifle with defaced SN and one (1) magazine with 13 live ammunition.

On the same date, Benny Wadwadan AKA TUBAY (NPSRL), 47 y/o another veteran surrendered at Brgy. Belwang, Sadanga, Mt Province. He also turned in one (1) 5.56mm M16 Assault Rifle with SN 4954045 loaded with one magazine. Both personalities were brought to HQs 53MICO at Brgy. Calanan, Tabuk City, Kalinga for Custodial Debriefing. Said personalities are ensured to have a holistic package of benefits that they can avail under the Enhanced-Comprehensive Local Integration Program (E-CLIP).

These NPA surrenderees realized that they are fighting for a lost cause and come back to their families to live a free life away from violence. Their long years with the rebel group, as they claim, had only alienated them from their families and communities as their activities brought only misery instead of victory as promised by the communists.

The only rejoinder that the NPA can give is to absurdly accuse these surrenderees as “recycled” in order to cover for the reality that even men who gave the most number of years to the insurgents are saying enough is enough. Obviously, you cannot recycle firearms. Instead, the NPA are losing weapons to their rank-and-file that are renouncing war in favor of peace.

Both are not the first to surrender with their firearms. Former NPA Platoon Leader, Alex Tongdo alias KA DIWA gave himself up last October 16, 2019, in Camp Capt. Juan Duyan, Brgy Bulanao, Tabuk City, Kalinga, despite facing two (2) Warrants of Arrest issued by Judge Neljoe A Cortez, RTC, B 25, Bulanao, Tabuk City, Kalinga for CC No. 150-2017-P for Attempted Murder and four counts of Attempted Murder under CC No. 157-2017-P to 160-2017. He surrendered his arms cache consisting of one (1) 7.62mm M60 machine gun w/out ammunition; two (2) 60-mm mortars with three mortar ammunition; one (1) Homemade Shotgun (Gauge 12) with three (3) Shotgun (G12) ammunition.

We hope to receive more rebels who want to return to the folds of the law rather than the casualties we record on the battlefield. (PROCOR RPIO)
