CAMP BADO DANGWA, Benguet, Philippines — In an unprecedented coup, PCol Job Russel Balaquit, Provincial Director of Kalinga Police Provincial Office (PPO), received the surrender of the New People’s Army (NPA) Commander alias “Ka Diwa” at about 2:30 PM on October 16, 2019, at Camp Capt. Juan Duyan, Brgy Bulanao, Tabuk City, Kalinga.

Ka Diwa was once a platoon leader of the Lejo Cawilan Command, Komiteng Larangan Gerilya Baggas, of the NPA operating in the province of Kalinga. He is facing Warrants of Arrest issued by Judge Neljoe A Cortez, RTC, B 25, Bulanao, Tabuk City, Kalinga for the  following cases: CC No. 150-2017-P for Attempted Murder w/ bail bond of Php200,000.00 and four counts of Attempted Murder under CC No. 157-2017-P to 160-2017 with a bail of Php120,000.00 for each case.

As a token of his sincere desire to lead a new life as a law-abiding citizen, he surrendered his arms cache consisting of one (1) 7.62mm M60 machine gun w/out ammunition; Two (2) 60-mm mortars with three mortar ammunition; One Homemade Shotgun with three 12 gauge ammunition.

Ka Diwa revealed that it was his curiosity and eagerness to hold firearms that attracted him into joining the New Peoples Army. He rose from the ranks by learning the misleading ideology of the Communist Party of the Philippines. However, he began to have doubts as he witnessed the deterioration of discipline among the NPA ranks in recent years. The inability of NPA leaders to remain true to the principles they alleged to be fighting for caused him to be demoralized. The recruitment of youths from other provinces made him realize that the new generation was being sacrificed for a lost cause. This made him decide with finality to give up and face the criminal cases filed against him. His surrender of the high powered firearms results from his perspective that enough is enough with the needless deaths caused by war.

He remains in the custody of the Kalinga Police Office for processing while awaiting promulgation of the criminal cases filed against him. Only then would he will be eligible to avail of the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP).

RD PROCOR PBGen Israel Ephraim T Dickson appreciated the courage displayed by the surrenderer, who, despite the dangers of leaving the group, preferred to abandon the group and start anew.

“This only shows that Ka Diwa is a gentleman who was lured into joining the NPA due to curiosity but now preferred to reveal the evils being done by the communist terrorists.  Even if it meant facing the charges against him, he chose to surrender if only to somehow save minors from being enticed to join the CTG”, Gen. Dickson said.

Meanwhile, RD Dickson gave financial assistance to Ka Diwa to cover his expenses while waiting for eligibility to avail the E-CLIP offered by the government. (PROCOR RPIO)
