CAMP MAJOR BADO DANGWA, La Trinidad Benguet: Cordillera has welcomed its new regional director with outgoing Director B/Gen. Israel Ephraim Dickson turning over the reins of responsibility to B/Gen. R’win Pagkalinawan on February 4, 2020 at Camp Major Bado Dangwa, Regional Headquarters in La Trinidad, Benguet.
Dickson, who took charge of PROCOR for ten months, thanked all the LGU heads for assisting him as well as agencies for supporting him during his term of leadership. “I know I have competent people doing their job and helping me. I am proud to boast that I am part of the cordillera, the home of the most illustrious Cordillera police,” Dickson said.
He enumerated the accomplishments during his leadership on anti-criminality, anti-drugs, and anti-insurgency programs of PROCOR. He noted his accomplishments in leading the police force during the 2019 midterm elections, especially in Abra province where there are no reported shooting incidents on the day of election. Dickson will take over as the Directorate for Integrated Police Operations for Visayas.
The turnover and send-off ceremony for the outgoing chief was witnessed by Cordillera Local Government Unit Officials, friends and family of Dickson and Pagkalinawan, Regional Advisory Council Members, and private stakeholders.
Pagkalinawan, meanwhile, accepted the reigns of responsibility from Dickson vowing to continue the programs initiated and continued by his predecessor. The new PROCOR officer-in-charge said he would continue to strengthen the anti-insurgency program of the government, the National Task Force to End Local Communist Armed Conflict. He said prior to the creation of the ELCAC, he has been coordinating with the LGUs of the various provinces in their own fight against insurgency as the Deputy Regional Director for Administration of PROCOR in 2018.
The creation of the ELCAC is embedded in Executive Order 70, which seeks to institute a “whole of government” approach in addressing communist insurgency. M/Gen. Gilberto Cruz, Directorate for Integrated Police Operations-Northern Luzon, Presiding officer and the guest of honor during the turnover lauded the outgoing PROCOR Chief and welcomed the incoming OIC. Cruz congratulated both of them for a job well done in their respective accomplishments and encouraged Pagkalinawan to surpass or do more of the accomplishments set by his predecessor for the Police Regional Office.(PROCOR RPIO)
